MEMORANDUM

Posted: February 13, 2017 11:12 AM
From: Representative Thomas P. Murt
To: All House members
Subject: Vehicle Registration Suspension for Bad Checks Paid to Inspection Stations

I am planning to introduce legislation that will authorize PennDOT to suspend the registration of an individual who knowingly writes a check to cover repairs at an inspection station, which is then returned as uncollectible.

Vehicles often are in need of costly repairs in order to pass annual inspection, and people often pay with a personal check fully aware that the funds are not available to cover that check. By the time the inspection station is notified of the insufficient funds, the customer has naturally already picked up the repaired vehicle. The only recourse is to file through the District Court to try to get their money. This is a burdensome process for the business owner.

It is my hope that if people know they will face a registration suspension, there will be less of this type of activity.

Introduced as HB851
