Subject: Subpoena Power
 
In the near future I will be reintroducing a resolution to issue subpoena power to all standing Committees in the Pennsylvania House of Representatives.

As you know, under Rule 45 the Appropriations Chair has the power to issue subpoenas. My legislation would extend this power to all Committee Chairs to investigate waste, fraud and abuse in public bodies and public contracts. In essence, this subpoena power would ensure the intended protections of Pennsylvania’s Whistleblower Law and ensure the sovereign authority of the legislature in its checks and balances role. Similar to other subpoenas issued by the House, any person who willfully neglects or refuses to testify before the committee will be subject to the penalties provided by the laws of the Commonwealth.

This is a reintroduction of former HR 191. Previous co-sponsors include; BAKER, BARRAR, BLOOM, CAUSER, D. COSTA, DIAMOND, GABLER, GODSHALL, KAUFFMAN, KLUNK, MACKENZIE, McGINNIS, MILLARD, MOUL, PHILLIPS-HILL, RAPP, REESE, SACCONE, STEPHENS and TALLMAN.
