Subject: 50/50 Drawings Benefiting Our Community Volunteers
 
In 2013, the General Assembly made several changes to the Local Option Small Games of Chance Act, which included the authorization of 50/50 drawings at major and minor leagues sports venues to raise funds for charitable organizations. While major league 50/50 drawings have been a successful fundraising tool for nonprofits, I am discouraged that some of the sporting venues do not use this fundraising option to benefit their local communities. I, along with several other members of the House, supported this legislation believing that our local volunteer fire companies would benefit from these drawings and am disappointed that volunteer fire companies are not receiving the donations that were expected.

In order to ensure that these 50/50 drawings benefit out community volunteers, I will be introducing legislation in the near future to require major and minor league sports teams to use a portion of their 50/50 drawing proceeds to benefit volunteer fire and EMS services. My bill will specifically provide for the following:
  • Half of the proceeds from a major/minor league team's 50/50 drawings must be donated equally to each volunteer fire company and ambulance association located in or servicing the team's home county.
  • For Philadelphia and Pittsburgh, a portion of the proceeds must also go to the city's general fund to be used for fire and ambulance services.
  • Each year, major/minor league teams that conduct 50/50 drawings must file a report with the Department of Revenue detailing the use of the proceeds from the 50/50 drawings.
