Subject: | Smokeless Tobacco Tax to Fund the Waiting List Account for Adults with Intellectual Disabilities and Autism (Prior HB 199) |
As of November 30, 2016, there were 13,437 individuals on a waiting list for services related to intellectual disabilities and autism. In the near future, I intend to reintroduce legislation creating a special account in the Treasury to be used to fund the waiting list for these types of services. To fund the Adult Intellectual Disabilities and Autism Waiting List Account, the bill will create a tax on the retail sale of smokeless tobacco products in PA. In addition, limitations in the bill will prevent funds in the account from being used to supplant resources for existing community resources. To assure that individuals receiving services are able to provide input into the design or delivery of service he/she receives, funds shall also be used in accordance with consumer-centered planning.
