Session of 2017 - 2018 Regular Session

MEMORANDUM

Posted: January 5, 2017 01:47 PM
From: Representative P. Michael Sturla
To: All House members
Subject: Legislation to Study Charter and Cyber Charter Schools

In the near future I will reintroduce legislation (HB 518) from the 2015-2016 Legislative Session, directing the PA Department of Education to conduct a comprehensive statewide costing-out study of charter schools and cyber charter schools.

Charter and cyber charter schools offer an alternative education option for Pennsylvania students and families. As state elected officials, many of us have heard from our local school boards about the inequities in tuition rates and flaws in state reimbursement for charter and cyber charter education. The Pennsylvania Constitution requires that we ‘provide for the maintenance and support of a thorough and efficient system of public education.’ We must be accountable for the dollars invested in that system. A thorough study of the actual cost of charter and cyber charter school education should be completed to ensure that taxpayer dollars are being spent effectively.

The following members co-sponsored HB 518 in the 2015-16 Session:
BISHOP, THOMAS, SCHLOSSBERG, FREEMAN, FRANKEL, D. COSTA, MURT, O’BRIEN, MATZIE, BROWNLEE, GAINEY, DEASY, GOODMAN, COHEN, McCARTER, SCHREIBER AND SAMUELSON

Please join me in co-sponsoring this important accountability measure.
