Subject: Establishing a drug redistribution program which utilizes pharmacies and long-term care facilities.
 
In an effort to create an appropriate outlet for unused prescription drugs and save taxpayer dollars, I intend to introduce legislation establishing a drug redistribution program which utilizes pharmacies and long-term care facilities.

Under my proposal, a pharmacy contracted by a facility providing long-term care would be required to accept the unused prescriptions of the facility’s medical assistance recipients. The pharmacy would reimburse the state’s medical assistance program for the unused portion and, if uncontaminated, reuse it to fill other prescriptions for medical assistance patients in the facility. To minimize waste and strengthen the probability of repurposing, the Department of Health would be required to promulgate regulations regarding the packaging of pharmaceuticals.

According to the United States Drug Enforcement Administration, in 2016, Pennsylvania law enforcement participating in the National Prescription Drug Take-Back Day collected 43,778 pounds of unused prescription drugs. This figure represents a significant waste and cost that we must address. I believe this proposal will further the Commonwealth’s effort to repurpose unused prescription medications and I welcome your support.
