Subject: Nominal 0.5% Tax on Insurance Policy Premiums to Help Fund the Waiting List Account for Adults with Developmental Disabilities (prior HB 1377)
 
One of the most serious challenges facing our state governments across the nation is funding programs and services for adults with developmental disabilities. As these men and women live longer, as elected officials, we need to be creative and resourceful in finding ways to fund the programs and services these men and women need to live.

Many of these men and women who have developmental disabilities live with their parents. Many of these parents are well into their 90’s. While the men and women who have developmental disabilities might be 60 years old and suffering from health challenges, their parents and caregivers are experiencing their own age and health-related challenges. We badly need to find the resources needed to provide the programs and services that these men and women with developmental disabilities need.

I am proposing a nominal 0.5% tax on insurance policies in Pennsylvania to help fund this mission of caring for adults with developmental disabilities who are on the Waiting List for services. I am confident that the revenues generated will be more than adequate to fund the Waiting List for services that are provided for families who care for an adult family member or loved one with developmental disabilities.
