| Subject: | Modernization of the Workforce Development Act |
| Pennsylvania’s greatest resource is its people. Providing opportunity for its citizens to have meaningful employment is key to the success of individuals, families and communities across the Commonwealth. In 2014, The Workforce Innovation and Opportunity Act (WIOA) was signed into law, which reauthorized the expired workforce investment system established by the Workforce Investment Act (WIA) of 1998. Under WIOA, the Governor of each State must submit a state plan to the U.S. Dept. of Labor that outlines a four-year strategy for a workforce development system. The workforce development system is a national network of Federal, State, regional, and local agencies and organizations that provide a range of employment, education, training, and related services and supports to help all job-seekers secure good jobs while providing businesses with the skilled workers they need to compete in the global economy. States must have approved plans in place to receive funding for core programs. WIOA made several other reforms for planning requirements, previously governed by WIA to foster better alignment of Federal investments in job training, integrate service delivery across programs, improve efficiency in service delivery, and ensure that the workforce system is job-driven and matches employers with skilled individuals. My legislation will amend the Workforce Development Act to ensure Pennsylvania law comes into compliance with WIOA standards and requirements.
