MEMORANDUM

Posted: October 14, 2016 12:54 PM
From: Representative Kevin J. Boyle
To: All House members
Subject: Naloxone in High Schools

In the near future, I plan to introduce legislation requiring the Department of Education, in consultation with the Department of Health, to develop policies and procedures requiring high schools to provide and maintain naloxone onsite in each school facility.

Under such policies, school nurses, teachers, or other individuals trained and considered qualified by the department may administer naloxone to a student or staff member suspected of experiencing a drug overdose. Individuals who, acting in good faith, administer this life saving opioid antagonist will be immune from criminal prosecution.

The Centers for Disease Control and Prevention reported a national figure of 3,798 drug overdose deaths for individuals age 15 to 24 in 2014. This figure represents the need to ensure that our high schools are equipped with the tools necessary to properly prepare and respond to opioid overdoses. Therefore, please join me in co-sponsoring this legislation.
