In the near future, I plan to introduce legislation that will amend Title 4 (Amusements) to allow the PA Gaming Control Board (PGCB) to create an approved list of private testing labs, which manufacturers would have the option to use for new slot machine and table game device approval.

PA casinos have an issue obtaining the newest slots and table game devices as compared to other states, which permit the use of private testing labs to conduct machine testing and certification. While the PGCB’s testing lab strives to complete testing and certification within a suitable time-frame, staffing levels and demand can sometimes hinder their ability to approve the newest slot machines and gaming devices for use in the Commonwealth. Under my legislation, private testing labs who desire to test and certify slot machines and table game devices will be required to register with the PGCB. Additionally, the PGCB is required to promulgate regulations that establish standards and procedures to which registered private labs must adhere. It is important to note that my legislation would retain the PGCB’s authority to provide final approval for slot machines and table game devices; however, when these devices are approved by a registered private lab, the PGCB would be required to utilize an abbreviated approval process.

I hope you will consider joining me in cosponsoring this legislation that will increase the competitiveness of PA casinos. As approval times for slots and table game equipment improves, PA casinos will be able to meet customer demand and provide new games that may incentivize patrons to continue to spend their entertainment dollars in the Commonwealth.
