| In the near future, we will be re-introducing legislation – former House Bill 633 from the 2011-12 Legislative Session – amending Title 45 (Legal Notices) of the Pennsylvania Consolidated Statutes to permit the publication of governmental legal notices via an authorized Web site. This proposal will give government units required by law to publish legal notices, including boroughs, townships and school districts, the option to publish legal notices on an authorized Web site instead of in a newspaper of general circulation. The Web site must be specifically for the purpose of posting notices, and it must be registered with the Office of Information Technology in the Office of Administration. Having each served in local government, we have seen budgets stretched and critical needs go unaddressed. Giving local government units the ability to post legal notices on a Web site can virtually eliminate legal advertising costs. The generated savings will provide government units with additional monies to prevent tax increases and provide improved services. In addition, it is time to modernize the legal notice process in order to keep up with technological advances. As fewer people read newspapers and more rely on the Internet for information, governments must adapt to current technology to ensure access while exercising fiscal restraint.
