|Subject:||LEGISLATION - Provides veto power to Governor of Pennsylvania over actions of PA Commissioners on DRPA Board|
|I am planning to introduce a bill which will provide veto power to the Governor of Pennsylvania over the actions of Pennsylvania’s Commissioners on the Delaware River Port Authority (DRPA) Board. DRPA’s 16-member board is composed of eight members each from Pennsylvania and New Jersey.
The interstate compact that serves as the enabling law for DRPA authorizes both Pennsylvania and New Jersey to enact legislation granting veto power to their respective Governors.
Although New Jersey has enacted veto power for its Governor over actions of New Jersey Commissioners, Pennsylvania has not yet followed suit. We have recently witnessed the effectiveness of the veto as exercised by Governor Christie of New Jersey.
I believe this legislation will provide a greater level of oversight and accountability with respect to DRPA, which is responsible for four bridges crossing the Delaware River between Pennsylvania and New Jersey as well as the PATCO commuter rail line between South Jersey and Philadelphia.
Senator Rafferty has introduced identical legislation, which was approved by the Senate last week.
