In the near future, I plan on introducing legislation to allow for a publically elected school board from the City of Philadelphia, and the elimination of the School Reform Commission (SRC). This legislation is modeled after Senate Bill 913 of 2013-2014. Specifically, this bill would amend the act of March 10, 1949 (P.L.30, No.14), entitled "An act relating to the public school system, including certain provisions applicable as well to private and parochial schools; amending, revising, consolidating and changing the laws relating thereto," in school finances, further providing for distress in school districts of the first class; and providing for school board in distressed school districts. This legislation would eliminate the authority of the SRC and provide for a publically elected school board in Philadelphia. Philadelphia is currently the only district of the 501 school districts in the Commonwealth that has an appointed board. Removing the authority of the SRC and allowing Philadelphia to have control over its own tax dollars would eliminate any uncertainties related to available district funds.
