MEMORANDUM

Posted: March 2, 2015 11:58 AM
From: Representative William C. Kortz, II
To: All House members
Subject: Requiring Convicted Felons to Reimburse Municipalities for Police Services (Former HB 1269)

In the near future, I plan to re-introduce legislation - House Bill 1269 - that would amend Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes by requiring convicted felons to reimburse municipalities for costs related to the services performed by police departments.

Specifically, local governments would be compensated for the actual mileage, and reimbursed at a rate equal to the highest rate allowed by the Internal Revenue Service. In addition, reimbursement would be given for the time associated with taking a defendant into custody, transporting a defendant, or attending arraignments and court hearings for the prosecution of a defendant. Costs for an officer’s time would be reimbursed at a rate of $13 per hour.

Crimes place an enormous financial burden on our ever-shrinking community resources. Criminals must be held accountable and repay our municipalities for the monetary costs that are incurred to combat their illegal behaviors. My proposal would put this requirement in place. Please join me again in supporting this necessary legislation.
