Subject: | Requiring notice of increase in charges to customers by utility companies |
In the near future, I will introduce legislation that would require a public utility company to provide a customer with an itemized statement for the estimated cost of installing a utility service before the process of installation begins. Under my proposal, public utility companies would not be permitted to bill a customer for more than the amount listed in the itemized statement unless the utility company provides written notice to the customer of the increase in charges, along with an updated itemized statement of the total charges. The utility company would also be required to receive a signed agreement from the customer to pay the updated costs. Rules and regulations would be promulgated by the Public Utility Commission (PUC). The PUC would also establish procedures for the customer and utility company when disagreements arise. My bill aims to reduce the unfair treatment of utility customers in this Commonwealth by limiting opportunities for excessive increases in costs for installation services.
