In the near future, I will be re-introducing legislation – former House Bill 1399 from the 2013-14 Legislative Session – amending the Pennsylvania Election Code to eliminate the $25 filing fee imposed upon candidates for delegate and alternate delegate to national party conventions. Every presidential election year, both the Democratic and Republican parties hold national conventions to officially nominate their candidate for president of the United States. Delegates and alternates are selected to participate in those national party conventions. Some delegates and alternates are elected by voters on the primary election ballot; such candidates must circulate nominating petitions and pay a $25 filing fee to the Commonwealth of Pennsylvania. Those delegates and alternates selected by the party are not required to circulate petitions or pay a fee. My legislation addresses this disparity and levels the playing field for all delegates and alternate delegates to the national party conventions. Additionally, my proposal eliminates a potential barrier for the indigent who desire to fully participate in the national conventional process.
