Subject: | Personal Income Tax Checkoff for Adults With Special Needs |
In the near future, I intend to introduce legislation that will create a voluntary check-off line on the Pennsylvania income tax return (PA-40) to designate contributions to a fund benefiting adults with special needs. All designated contributions will be used by the Department of Human Services for the Office of Developmental Programs (ODP). The ODP exists to support Pennsylvanians with developmental disabilities and to help them achieve greater independence, choice and opportunity in their lives. ODP's vision is to continuously improve an effective system of accessible services and supports that are flexible, innovative and person-centered. It is important to note that the amount designated by an individual on his or her PA-40 would be deducted from the tax refund to which the individual is entitled and would not constitute a charge against the income tax revenues due to the Commonwealth. |
