Subject: | Comprehensive Review of the Commonwealth's Program for the Beneficial Use of Sewage Sludge by Land Application |
As a comprehensive review of the Commonwealth's program for the beneficial use of sewage sludge by land application has not been conducted since 1997, in the near future I plan to reintroduce HR 426 of the 2013-2014 Legislative Session. This Resolution directs the Legislative Budget and Finance Committee to re-examine and re-evaluate our environmental regulations relating to the beneficial use of sewage sludge by land application. More specifically, this review will examine the following: 1.) Current methods and costs associated with sewage sludge use. 2.) The disposal and methods used by the Department of Environmental Protection to administer the regulations. 3.) Appropriate alternatives to sewage sludge use and disposal employed in the Commonwealth and in other states. 4.) The economic feasibility of these alternatives and their effects on the environment and public health as compared to current use and disposal methods. As legislators, we are entrusted to help ensure the protection of our public health and environment. Accordingly, periodic reviews of our laws, regulations, and programs are both responsible and necessary. Please join me in co-sponsoring this very important legislation.
