MEMORANDUM

Posted: January 8, 2015 02:00 PM
From: Representative Frank Burns
To: All House members
Subject: Former Officials and Employee Lobbying

In the near future, I plan to introduce legislation that would amend Title 65 (Public Officers) of the Pennsylvania Consolidated Statutes to increase the number of years that former officials or employees must wait to lobby a governmental body that they left.

As you may know, under the current provisions of paragraph (g) of Section 1103 of Title 65, former officials or employees must only wait a year to lobby a governmental body that they left. While the current law is a progressive step, the General Assembly should go further. To protect the integrity and transparency of the Commonwealth’s governmental bodies, my legislation would amend paragraph (g) of Section 1103 of Title 65 to require former officials or employees to wait two years before engaging in any lobbying activities of a governmental body that they left.

Please join me in co-sponsoring this piece of legislation.
