Across the Commonwealth local municipalities are still struggling under the economic impact of the Great Recession. As local economies declined local governments saw increasing costs be matched with decreasing revenue, which led them into financial distress. In 1987, the Commonwealth passed the Municipalities Financial Recovery Act (Act 47) to assist financially struggling municipalities. In 2012 the Commonwealth passed Act 141 in order to assist financially struggling school districts. However, since the enactment of these laws, no municipality which has entered into financial distress has ever left financial distress. One reason for this has been the lack of tools for local governments to reduce their costs without reducing the essential services they provide. In recent years a new tool for local governments to end their financial hardship has appeared; through the adoption of lean management principles. Over the last three years, the Office of Innovation has established a lean management system for state government. The results have been staggering, by focusing on improving government services for taxpayers, the Office of Innovation has saved taxpayers over $690 million. This process has not only worked in the Commonwealth, but been successfully employed from the Department of Defense all the way to local governments across the United States. In the near future we plan to introduce legislation which would provide financial assistance to our local governments. This legislation would empower the Office of Innovation to provide training to the administrators of financially struggling municipalities and school districts. By training these municipalities and school districts in lean management practices; we help reduce their costs and assist them in providing improved and efficient government services to the people of Pennsylvania. In addition this legislation would allow for the Office of Innovation to continue training state employees in lean management practices, allowing for the state to continue saving the taxpayers millions.
