Subject: Nonresident Student Hunting Licenses
 
I will be introducing legislation allowing nonresident students to purchase hunting/furtaking licenses at resident fees.

Under my legislation, nonresident full time students enrolled in a high school, technical school, college or university in Pennsylvania would be permitted to buy a hunting or furtaking license using the same fee structure that applies to a Pennsylvania resident of the same age. This new "student rate" would also apply to the various add-on licenses such as antlerless deer, archery, muzzleloader, and bear.

To qualify, nonresident students would be required to present an issuing agent a current valid student identification card and show proof of full time student enrollment at least 30 days prior to the date of application. A spouse or dependent children of the nonresident student can also qualify as a resident in order to purchase licenses under the student fee.

Several states have already adopted this approach to increase youth participation. Keeping the sport affordable could make a difference for many young people.
