MEMORANDUM

To: All House members
Subject: Expansion of Entities Eligible to Obtain a Special Occasion Permit

In the near future, I plan to introduce legislation that amends the Liquor Code by authorizing "neighborhood improvement district management associations" the right to obtain a special occasion permit.

Currently, the Liquor Code authorizes organizations to acquire special occasion permits from the Pennsylvania Liquor Control Board (PLCB) to serve alcohol at events. The availability of these permits is essential for organizations that utilize the event profits to fill their budget gaps during these difficult economic times.

My legislation simply expands the definition of an “eligible entity” to include those 501(c)(3) non-profit organizations established by Act 130 of 2000 as a "neighborhood improvement district management association." These associations provide essential services to our local communities by providing assistance to current and potential businesses. The expansion of this definition would provide the organizations with additional fundraising opportunities to ensure that sufficient financial assistance is available to offer support to current and prospective businesses.
