Subject: Exempt Veterans' Compensation Benefits from Income Calculations for State Programs
 
In the near future, I will re-introduce a legislative package from last session to exempt veterans’ benefits from income eligibility calculations for state programs. The only change this session is that the legislation clarifies that only benefits provided to veterans by the Commonwealth would be exempted.

Through the years, various benefits, such as service-connected disability payments and pensions, have been authorized by the Pennsylvania Legislature to thank and honor veterans for their service and sacrifice on behalf of our country. Unfortunately, these benefits sometimes result in disqualifying veterans for other state programs because they put them over the income eligibility limit. I am introducing this legislative package to ensure that no special benefit provided to veterans by the state is counted as income for the purpose of calculating income eligibility for any Commonwealth benefit program, tax exemption, fee exemption, rebate, or other state program.

Former HB 386 - This bill would exclude 100% of state veterans’ benefits from the definition of income for the purpose of determining income eligibility for ALL Commonwealth programs.  This legislation goes further than my other two bills, which relate to PACE and the Property Tax/Rent Rebate programs, in that this bill would apply to every Commonwealth benefit program, tax exemption, fee exemption, rebate, or other state program.
