Subject: Corrections Manager Pay Disparity
 
In the near future, I will be introducing legislation to permanently address pay and benefit disparity issues between corrections managers and lower-ranking officers in the state Department of Corrections. This legislation was introduced by Representative Kevin Murphy as House Bill 600 in the 2011-12 Legislative Session.

As you know, for years the salaries for managerial positions in the Department of Corrections were frozen – far longer than in other state agencies - while lower-ranking officers who are part of the union still received annually contracted raises. The pay jump from sergeant to lieutenant had largely disappeared, and in some instances subordinates were earning a higher annual salary than their managing officer. The Fiscal Year 2012-13 state budget addressed this issue in part, but a permanent fix to the problem must be enacted. Moreover, the “budget fix” did not address benefit disparities.

My legislation would permanently address this issue by stating that a corrections manager shall receive not less than the same annual percentage salary and fringe benefit increase as received by the highest ranking corrections officer participating in collective bargaining. This is similar to the 1985 Police Chief Pay Law for police officers.
