Subject: Amend the Definition of Small Business in PA's Procurement Code
 
I am preparing to introduce legislation that would amend the definition of “small business” in Pennsylvania’s Procurement Code.

Under current law, to qualify as a small business for purposes related to contracting with the Commonwealth, a business must have fewer than 100 employees and meet several other criteria, including limits on the maximum amount of the business’s gross revenue. My legislation will increase the employee threshold to 150 workers and direct the Department of General Services to adjust the gross revenue limits (which are not in statute) accordingly.

My bill is intended to allow a slightly larger category of business to participate in Pennsylvania’s small business procurement programs, and hopefully it will encourage a wider array of businesses to compete for state contracts. I hope that you will join me by cosponsoring this legislation.
