Subject: | Legislation to Process State Supplement Payments for Out-of-State Payors |
In the near future, I intend to introduce legislation that would allow the Pennsylvania Treasury Department (Treasury) to process other state’s State Supplemental Payments (SSP) for eligible participants who are also receiving Supplemental Security Income (SSI) payments from the Social Security Administration (SSA). This program will generate millions of dollars annually for the Commonwealth of Pennsylvania by having Treasury process other state’s monthly SSP payments. Similarly, states currently using the SSA to process their SSP payments will save their constituents millions of dollars annually by hiring the Commonwealth of Pennsylvania to process these payments, providing states with a cost effective alternative to the SSA. My legislation would give Treasury the legal authority to enter into contractual arrangements with other states to process their SSP payments and establish a restricted account in the General Fund known as the SSP Processing Account for the deposit of revenue from out-of-state payors. All monies which have not been appropriated by the General Assembly to Treasury to cover necessary contractual and departmental costs for the administration of this program shall be transferred to the General Fund each July 31st.
