Subject: Civil Immunity for Professional Engineer, Land Surveyor and Geologist Practice Improvement Reviews
 
Professional engineers, land surveyors and geologists provide vital services directly related to public safety. It is strongly in the public interest to encourage improvement in the quality of services and best practices in these fields. However, thorough and timely independent peer review and self-review can be discouraged by fear of exposure to civil liability in cases of failure.

Therefore, in the near future I will be introducing legislation limiting the liability of a professional engineer, surveyor or geologist when they are working to improve practices. Specifically, my legislation would make such professionals immune from civil liability when engaged in independent engineering, surveying or geology reviews, allowing them to provide peer review services without fear of being exposed to liability, and would make certain “lessons learned” presentations non-discoverable in litigation.

Please join me in co-sponsoring this legislation to encourage safety and best practices in Pennsylvania.
