Subject: Coin Toss/Boot Drive Exception
 
In the near future, I plan to introduce legislation to authorize and protect our first responders who solicit donations upon the highways of this Commonwealth.

Under current law, soliciting contributions from occupants of a vehicle on a roadway or highway is prohibited. My proposal will provide an exception for our first responder organizations.

The legislation will require permission from the proper municipality under PennDOT, limit solicitations to a controlled intersection, and require proper insurance from the organization.

As you know, our fire and EMS community rely heavily on donations and contributions provided by the public to bring the emergency services that we expect. The goal of my proposal is to authorize this form of solicitation while protecting our first responders and giving them the ability to raise the funds they need to survive.
