Subject: | Amend Lottery Law to Prohibit Keno |
In the near future, I plan on introducing legislation that would amend the Lottery Law to prohibit a lottery game that has more than two announcements of prize winners per day, such as Keno. Keno is categorized as a terminal-based lottery game that is run similar to Match 6 and Cash 5, except that it is played more often, with numbers picked randomly at a minimum of every four minutes but could be as much as eight or twelve minutes. Many call Keno “video crack” because of the rapid play of the game and because it has the potential of increasing problem gambling. There has been a lack of clarity concerning the Lottery Law between legislators and the Department of Revenue regarding whether or not Keno needs legislative approval to be operated as a lottery game. This bill will limit the powers and duties of the Secretary of Revenue from permitting lottery games that have two announcements of prize winners per day, such as Keno.
