Subject: Updating the definition of ATV and allow for titling and registration of innovative all-terrain vehicles
 
In the near future I plan to introduce legislation amending the Vehicle Code to update the definition of ATV and allow for the titling and registration of innovative all-terrain vehicles.

The bill provides for an increase in weight for class 1 ATVs and allows the use of non-pneumatic, never-flat tires that come standard on some newly released off-road recreational vehicles. This tire technology increases vehicle handling in rugged terrain and is composed of a central polymeric web surrounded by a rubber tread band.

With consumers in PA spending $8 billion annually on outdoor motorized recreation, including $3.6 billion specifically for off-road motorcycle, ATV and recreational off-highway vehicle use, it’s important that we update the law to reflect changing consumer preferences in the marketplace. This legislation will greatly benefit outdoor enthusiasts while at the same time enhancing Pennsylvania's outdoor tourism industry, which in the state’s many rural counties is a key source of jobs and economic development.
