Subject: Proposed Legislation: Academic Standards and Testing Commission
 

I am preparing to introduce legislation that will establish an Academic Standards and Testing Commission (Commission) to study and offer recommendations to the State Board of Education (State Board) concerning the commonwealth’s academic standards and assessments.
Pennsylvania’s academic standards set forth the academic benchmarks that every public school student is expected to achieve. Consistent with the Federal No Child Left Behind Act, our students’ attainment of these academic goals is measured by student performance on state assessments. The intent of my legislation is to help ensure that the Commonwealth’s academic standards and assessment system continue to meet the needs of students as they progress through our K-12 educational system and beyond into post-secondary education and careers.
Under my proposal, the State Board must establish the Commission beginning in 2017, giving the new standards time to take effect. The State Board must appoint Commission members, which will include representatives of the State Board, the Department of Education, business, school districts, charter schools, cyber charter schools, regional charter schools, area vocational-technical schools, intermediate units, the State System of Higher Education, State-related universities, community colleges, independent colleges and universities and the United States Armed Forces. The Commission must consult with experts, hold public hearings, receive input from interested parties, review academic standards and assessments used throughout the country, and issue a report of its findings and recommendations concerning the commonwealth’s academic standards and assessments. The State Board must consider the Commission’s report and promulgate regulations to implement the Commission’s recommendations through the Regulatory Review Act. Further, the Commission must be reconstituted every five years to review again the commonwealth’s academic standards and assessments and make recommendations which the State Board will be required to consider.
