MEMORANDUM

Subject: Special License Plate for Child Abuse Prevention and Awareness

In the near future, I plan to introduce legislation that would amend Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes to create a special plate for Child Abuse Prevention and Awareness.

Thirty-three Pennsylvanian children died from abuse in the year 2012. In that same year, it was reported that about 10 out of every 1,000 children in the state were victims of suspected abuse. Physical injuries accounted for 25 percent of the total number of injuries. The majority of injuries, more than 70 percent, were sexual in nature. Unfortunately this is a statewide problem. In 2012, child abuse occurred in all 67 counties of Pennsylvania. Of those counties, 53 received more reports in 2012 than in 2011.

Child abuse can and does happen where we all live. We must create greater awareness on how to report suspected child abuse. My legislation calls for the creation of a special license plate that will raise awareness about child abuse and serve as a reminder to our residents that they play a vital role in keeping children safe.

Under my bill, $15 from the sale of each license plate will be allocated to the Pennsylvania Bureau of Child Welfare Services, which monitors services by county and private children and youth social service agencies throughout the commonwealth.

Please help me ensure the safety of Pennsylvanian children by co-sponsoring this legislation. Thank you in advance for your consideration.

If you have any questions or concerns, please contact my Harrisburg office at 717-705-1925.
