Subject: Reauthorizing the “Special Elk Conservation Tag” Program and authorizing a second special tag for the Keystone Elk Country Alliance.
 
Each year, the Pennsylvania Game Commission partners with a non-profit wildlife conservation organization to auction an elk license to raise funds for wildlife conservation. Current law required this program to sunset on July 1, 2013. Without legislative action, no elk tag auction will take place in 2014.

In the near future, we will introduce legislation to reenact the elk tag auction and build on its success. This legislation will reauthorize the “Special Elk Conservation Tag,” enabling the Pennsylvania Game Commission to annually partner with a wildlife conservation organization to conduct the auction and raise funds for the Pennsylvania Game Commission and the Wildlife Conservation Organization.

Additionally, this bill will create a second special tag to be utilized by our Commonwealth’s own elk conservation organization, the Keystone Elk Country Alliance to raise funds for elk management, conservation and habitat. The Keystone Elk Country Alliance is a non-profit organization who manages the Elk Country Visitors’ Center in Benezette and provides exceptional management of the resources in Pennsylvania’s elk range.

Finally, this bill will require the Game Commission to conduct its annual elk license lottery drawing in the elk range. This commonsense proposal will move the drawing from the PGC headquarters in Harrisburg and provide additional tourism opportunities within the elk range, drawing visitors from around the Commonwealth and beyond to attend the drawing in the region where the hunt will take place.
