MEMORANDUM

Posted: November 21, 2013 11:33 AM
From: Representative James Clay, Jr.
To: All House members
Subject: CLAY - Gambling Awareness in Public Schools

Colleagues, please join me in sponsoring legislation that would amend the Public School Code of 1949 to require public school students to receive mandatory instruction in compulsive and problem gambling awareness.

Currently, §1547 of the Public School Code requires that each public school student receive mandatory instruction in alcohol, chemical, and tobacco abuse in every grade from kindergarten through grade twelve. My legislative proposal would amend this provision to further require mandatory instruction in compulsive and problem gambling awareness. Instruction in compulsive and problem gambling would be integrated within Health Courses or other appropriate courses of study. This instruction would, among other things, provide students with pertinent background information on child gambling issues, and communicate that gambling is an activity that carries risk beyond losing money.

Numerous studies have shown that adults with serious gambling problems started gambling at very young ages. It follows that early school-based instruction could be key to helping children understand the risks associated with recreational gambling and preventing this risk-taking behavior.

Thank you for joining me as a sponsor of this legislative proposal. If you have questions, please advise.
