MEMORANDUM

Posted: November 7, 2013 02:26 PM
From: Representative Seth M. Grove
To: All House members
Subject: Repeal of Outdated School Code Provisions

I am preparing to introduce legislation that will repeal several outdated provisions of the Public School Code of 1949 (School Code). Specifically, my bill will repeal the following:
  • Section 736: Heating Stoves to be Shielded.
  • Section 737: Ventilation; Thermometer.
  • Section 738: Fireproof Construction.
  • Section 739: Doors to Open Outward; Fire Escapes.
  • Section 740: Water-closets or Out-houses.
  • Section 752: Contracts to Require Competent Workmen.
  • Section 772: Condition of Grounds; Shade Trees.
With the exception of Section 739, which was enacted in 1972, each of these provisions was enacted in 1949 as part of the original School Code. However, in 2013 these provisions are either unnecessary or have been superseded by other, more current provisions of law.

My proposal will repeal these School Code provisions in order to free our school districts of these outdated mandates.
