Subject: ATV-Snowmobile Fund Legislation
 
I will soon be introducing legislation that will amend Chapter 77 of Title 75 (Vehicle Code). Chapter 77 provides for the registration and regulation of snowmobiles and ATVs.

It is my understanding that DCNR is currently unable to separate expenditures related to ATV and snowmobile projects. Consequently, it is unclear whether funds are being expended proportionally between the user groups. The fund currently receives approximately $2.8 million annually from both activities. Funds in the account are to be expended for trail maintenance, expansion and development. My legislation would require DCNR to create within the restricted account two separate funds, one for snowmobile revenue and expenditures and another for ATV revenue and expenditures.

Through this legislation we will be assured that equitable distribution of funds takes place and a better defined accounting of these dollars occurs. The stated purpose of and funding streams into these accounts remain unchanged under my legislation.
