Session of 2013 - 2014 Regular Session

MEMORANDUM

Posted: June 28, 2013 03:51 PM
From: Representative Duane D. Milne
To: All House members
Subject: Easing Threshold for Electronic Tax Payments to Department of Revenue

I am introducing legislation to modernize the tax circumstances under which electronic payment of Corporate, Sales/Use Tax and Employer Withholding and Personal Income Tax payments shall be done. Currently, payments of $10,000 or more for the foregoing tax obligations are required to be filed electronically. This legislation will reduce the benchmark to payments of $1,000 or greater.

Updating this standard will keep the Commonwealth and its departments and agencies aligned with ever-increasing use of technology in our society. Transactions of all manner are now routinely done via the smart application of technology and adhering to the best practices of digital age commerce.

The benefits of this approach include that such will serve to streamline administrative processes for an array of parties in these transactions, enhance efficiencies for the Department of Revenue, and save taxpayer and Commonwealth resources. In this era of tight budgets, the state must lead by example in terms of initiating and promoting cost-saving measures.

This legislation will be introduced on Saturday June 29 at noon.

Thank you for your consideration.
