Subject: Co-Sponsorship Memo - Unlawful Restraint
 
In the near future, I plan to introduce legislation that will amend Title 18 (Crimes and Offenses), §2902 (Unlawful Restraint), Title 42 (Judiciary and Judicial Procedures) and Title 61 (Prisons and Parole) of the Pennsylvania Consolidated Statutes, to enhance the sentence for unlawful restraint to a term of life in prison.

Currently an offense of unlawful restraint is committed when a person knowingly:
  • Retrains another unlawfully in circumstances exposing him to risk of serious bodily injury; or
  • Holds another in a condition of involuntary servitude.

My legislation would enhance the current penalty associated with unlawful restraint, in an effort to deter future incidents of restraint similar to the incident that occurred in Ohio; in which a man was accused of murder, rape and holding three women in a Cleveland house against their will for ten years. Please join me in sending a strong message to would be perpetrators of this horrible offense, by supporting this important legislation.
