Subject: Welfare To Work Tax Credit
 
In the near future, I plan to introduce legislation offering an innovative incentive to employers who hire individuals receiving welfare benefits. My legislation will amend the Tax Reform Code of 1971 re-authorizing the Employment Incentive Payment program as a tax credit program for eligible companies.

My legislation offers a tax credit to businesses who hire individuals who meet any of the following conditions:
  • Received general assistance within the twelve months preceding the date of hire.
  • Received temporary assistance to needy families within the twelve months preceding the date of hire, or:
  • A person who:
    • Has a physical or mental disability which, for such individual, constitutes or results in a substantial handicap to employment; and
    • Is referred to the employer upon completion of or while receiving rehabilitative services pursuant to an individualized written rehabilitation plan under a State plan for vocational rehabilitation services approved under the Rehabilitation Act of 1973 (Public Law 93-112, 29 U.S.C. § 701 et seq.), or a program of vocational rehabilitation carried out under Title I of the Veterans' Rehabilitation and Education Amendments of 1980 (Public Law 96-466, 94 Stat. 2171).

An additional credit will be available to those companies choosing to cover these employees’ child care or transportation expenses.

I believe that this tax credit represents a win-win situation that will help serve to get those on public assistance into gainful employment while at the same time save the taxpayers money on day one because of the built in savings associated with the tax credit.
