Subject: Railroad Employee Safety Legislation-Prohibiting the Operation of Locomotives in Reverse
 
I am introducing a package of legislation consisting of 4 bills dealing with the safety of railroad employees.

The first bill PROHIBITS THE OPERATION OF LOCOMOTIVES IN REVERSE. When a locomotive operates in reverse with the long-nose forward, or rear-facing, the engineer cannot always see where he is going which increases the chance of an accident or incident. Also, crews operating long-nose forward are exposed to diesel emissions from the exhaust stacks that normally flow in the other direction. This legislation prohibits operating locomotives in reverse except in emergency situations or certain other instances.

This legislation was HB1735 of prior Session 2011-12.
