Subject: | Amending Section 2602-B of the Public School Code |
In the near future, I plan to introduce legislation which amends Section 2602-B of the Public School Code regarding the State Board of Education. My bill would alter the makeup of the State Board of Education within the Department of Education by adding the Deputy Secretary of the Office of Elementary and Secondary Education as an ex officio member of the State Board without voting privileges or assignment to either the Council of Basic Education, or the Council of Higher Education. The bill further provides that at least two members of the Council of Basic Education shall be school board members; one of whom shall be a resident of the western region of the Commonwealth, and one of whom shall be a resident of the eastern region of the Commonwealth. Finally, my bill ensures that no vote on the adoption of statements of policy, standards, rules, or regulations shall be taken unless the members of State Board are presented with the statements of policy, standards, rules, or regulations in conjunction with a fiscal note detailing the economic impact resulting from adoption.
