Subject: | Re-Introduction of House Bill 1781 - Filing Fee for Delegate to National Convention |
In the near future I plan to re-introduce House Bill 1781, legislation to amend the Election Code and eliminate the $25 filing fee imposed on candidates for delegate and alternative delegate to the National Nominating Convention. Every presidential election year, the Democratic and Republican parties hold their National Conventions to officially nominate their candidate for President of the United States. Delegates and alternate delegates are selected to participate in those National Nominating Conventions. Some delegate and alternates are selected by voters in the Primary Election, and these voter-selected candidates must circulate Nominating Petitions and pay a $25 filing fee to the Pennsylvania Department of State. The state Democratic and Republican parties select other delegates and alternates, but these individuals are not required to circulate Nominating Petitions and pay a $25 fee. My legislation addresses this issue and creates equity among all delegates and alternate delegates, in addition to eliminating a potential barrier for the indigent who desire to more fully participate in the presidential nominating process.
