Subject: Re-Introduction of House Bill 1094 - Ending Obligation of School Districts to Fund Charter Students who are Below Minimum Age
 
In the near future I will re-introduce House Bill 1094, legislation that will end the current obligation of school districts to provide per pupil funding for students that are enrolled in a cyber charter school or a charter school and are below the minimum age set by the school district of residence for beginners.

The funding of charter schools and cyber charter schools has been a topic of policy debate in the General Assembly over the past several years. Currently, charter schools and cyber charter schools are funded by the school district of residence of every student enrolled in each respective school. However, there are problems with current state statute on this issue.

For example, a school district located in my legislative district has set a minimum age of five years old for students to enroll in that district. Recently however, a four year old student living in that school district enrolled in a cyber charter school. Under current law, the school district is required to pay for that student, even though the district has a different age policy for beginners. I believe that this is both a costly and an unfair burden placed on local school districts. My legislation aims to correct this by stipulating that a school district shall not be required to provide for the funding of a student to attend a charter school or a cyber charter school if that student is below the minimum age for beginners in that respective district.
