Subject: Cosponsor Request for Re-introduction of Legislation Requiring the Department of Education to Establish an Anti-gang Counseling Pilot Program.
 
Recently I had House Bill 2506 of 2011-12 redrafted for re-introduction for this term. The legislation would deter gang activity in Pennsylvania by requiring the state Department of Education to establish an anti-gang counseling pilot program to provide assistance to participating schools. The program shall be designed to educate students, teachers and parents on methods to discourage participation in criminal gangs. Law enforcement officials would be encouraged to participate in the pilot project.

This bill came about from a bi-partisan effort to combat gang activity that involved work by Representative Tarah Toohil, Congressman Lou Barletta and State Senator John Yudichak. I feel honored to work with those public servants on this bill, which had gotten introduced last session after a troubling event occurred in Luzerne County in which a 13-year-old girl was abducted on her way home from school and savagely beaten in a local park. Local law enforcement determined that the horrifying incident was a gang-related crime. Further, the U.S. Department of Justice last year released a report that indicated how street gangs have become increasingly organized and entrenched in Northeastern Pennsylvania communities. Pennsylvania is one of the few states that does not have a state law to specifically deter gang activity in our communities. This bill would be a tool in that effort
