In the near future, I plan to introduce legislation similar to Senate Bill 341 introduced by Senator Shirley Kitchen that will suspend the School Reform Commission’s authority as it relates to their ability to close or reconstitute a school in a city of the first class, making all such actions from January 2013 to June 30, 2014, null and void. This would include the reassignment, suspension, or dismissal of professional employees within the Philadelphia School District.
The Philadelphia School District announced a plan recently to close 37 schools in the coming year. The closures represent about 15 percent of the city's nearly 250 schools. My legislation would suspend the Commission’s authority to close these schools until June 30, 2014, to allow for the following:
Permit the school district to investigate changes in various areas;
Permit the school district and the General Assembly to consider financial reform; and
Enable residents of the school district to plan for appropriate and effective transition.
