Subject: Cyber Charter School Funding
 
I am preparing to introduce legislation that will cap regular education cyber charter school payments at the lesser of: (1) the median per student cost of cyber charter school enrollment paid by all school districts for the 2012-2013 school year; or (2) the per student cost of cyber charter school enrollment paid by the student’s school district of residence for the 2012-2013 school year, subject to annual adjustment.

The Charter School Law requires school districts to pay charter schools for each regular education student who lives in the school district and attends the charter school an amount equal to the school district’s budgeted total per student expenditure for the prior school year, minus deductions for nonpublic school programs, adult education programs, community/junior college programs, student transportation services, special education programs, facilities acquisition, construction and improvement services, and other financing uses, including debt service and fund transfers. Under this formula, some districts pay less than $7,000 per student in charter school costs, while other districts pay more than twice that amount.

Because cyber charter school funding has become a particularly important issue for many of our constituent school districts, my bill addresses only cyber charter school funding. My proposal will cap per student regular education funding for cyber charter schools at the lesser of the following:
  • The median per student cost of cyber charter school enrollment paid by all school districts for the 2012-2013 school year (approximately $9,000), subject to annual adjustment by the Act 1 index; or
  • The per student cost of cyber charter school enrollment paid by a student’s district of residence for the 2012-2013 school year, subject to annual adjustment by the Act 1 index.

My bill will provide relief to those school districts paying more than the median per student cost for a cyber charter education, while not raising costs for those school districts that currently pay less.
