MEMORANDUM

Posted: February 14, 2013 12:14 PM
From: Representative Robert F. Matzie
To: All House members
Subject: Exemption for certain primary caregivers from jury duty

In the near future, I intend to re-introduce legislation amending Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes, which would exempt certain caregivers from serving on a jury.

While jury duty is a cornerstone of our judiciary system, if that service results in vulnerable individuals being put at risk I believe we should take steps to ensure these individuals are protected. As such, my legislation would allow for the exemption or excuse of the following individuals from jury duty:

  • Parents or guardians who have custody of a child under the age of seven and who are the primary caregivers of the child.

  • Parents or guardians who have custody of a school age child who has been excused from compulsory attendance at school or special education program and provide instruction for the child.

  • Primary caregivers of an elderly or disabled family member.

Introduced as HB1008
