Subject: Requiring Notice to Owner Prior to Removal of an Illegally Parked Vehicle in Cities of the First Class (Former HB 1878)
 
In the near future, I intend to reintroduce legislation that would amend Title 75 (Vehicles), Section 3352, of the Pennsylvania Consolidated Statutes, related to the removal of an illegally parked vehicle in cities of the first class.

Currently, it is the owner’s responsibility to prove the vehicle was not illegally parked. Therefore, under my legislation, prior to removal of any illegally parked vehicle in cities of the first class, a towing company would be required to photograph the vehicle in question to document the violation for which it is being removed.

The intent of my proposal is to help eliminate poor towing practices, protect innocent people from having their vehicles towed for frivolous reasons, being inconvenienced by having to visit the impound lot, and handing over hard-earned money to retrieve the vehicle – especially if it was legally parked in the first place.
