In the near future, I plan to reintroduce a bill establishing a method by which a citizen can report to the Department of Transportation (PennDOT) when a person is fraudulently using the citizen’s address for the person’s driver’s license or identification card. This concern was brought to my attention by a constituent who was concerned that – relying on false information – law enforcement could forcibly enter his home looking for someone who did not live there. My legislation would allow a citizen to report – through an affidavit – to PennDOT when a person is fraudulently using the citizen’s address for the person’s driver’s license or identification card. If the person cannot prove, through appropriate documentation such as a lease agreement, or utility bill, that they live at the address in question, the person’s PennDOT record shall be cancelled. Following such cancellation, PennDOT will notify the Department of State and the county election bureau of the county in which the address of the canceled record is located to prevent fraudulent voting based on an incorrect address. In addition, the cancellation of the record shall remain on the PennDOT official record and be accessible to law enforcement officials. Mindful of the potential for mischief, knowingly submitting a false affidavit in this matter shall be punishable by a fine of $10,000.
