Subject: Table Game Revenue/Property Tax Relief Heffley
 
Property tax relief and reform is an issue that has been debated and considered on multiple occasions over the course of recent legislative sessions. As a result of these debates, legislation has been enacted with the intent of decreasing the tax burden Pennsylvania homeowner's shoulder, while also amending the manner in which property taxes are assessed.

Most notably, Act 1 of 2006, provided for the annual allocation of a portion of the state funds generated by slot machines to school districts in order to decrease property tax obligations for homeowners who have been granted a homestead exemption. While the relief provisions in Act 1 have provided a subtle amount of assistance to homeowners, there is no doubt that additional relief measures are needed.

With this in mind, I will be reintroducing legislation, former House Bill 1386, which provides additional relief to homeowners by reallocating additional state funds that are generated by gaming. If enacted, my legislation will mandate that the state funds generated by table games be used to provide additional relief to homeowners. Currently, table game revenue is deposited into the General Fund.


When gaming was originally authorized across the Commonwealth just a few years ago, it was done so with the intent of assisting homeowners. When table games were later authorized, I believe this intent was lost due to the fact that table game revenue is being deposited into the General Fund as opposed to Property Tax Relief Fund. Please join me in my efforts to correct this while simultaneously providing additional property tax relief to homeowners across the Commonwealth.
